I think it is a mattar of translation, past... present... future always get lost in the translation.

Maybe they will sign the HCL at the Energy EXPO,  will see....

I did not see any other articles confirming the passing of the HCL.   I am encouraged though just by the fact that the Ministry of Oil has mentioned this long overdue Oil Law.
